Not all water is treated the same way
The industry sorts water into three categories, and the category sets the protocol. Clean water from a supply line is one job. Water from a dishwasher or washing machine carries detergents and food waste. Sewage backup or water that has sat long enough to grow bacteria is a third case, handled with containment and disposal rules that the first two do not need.
Clean water does not stay clean indefinitely. Sitting against contaminated materials moves it down a category, which is another reason the timeline matters.
