Outside water is contaminated water

Storm runoff and rising water carry soil, road contaminants, landscaping chemicals and whatever a storm drain was holding. It is handled as the most contaminated category from the start, which means containment, removal of porous materials that absorbed it, and disinfection rather than simple drying.

Drywall, insulation and carpet padding that took on outside water are generally removed rather than dried. That is not caution for its own sake — those materials hold contaminants that drying does not address.

A note on coverage

Standard homeowner policies commonly exclude flood, which is covered separately. Water from a failed pipe inside the home is usually a different matter. If the source is unclear, say so plainly to your carrier rather than guessing — the classification affects the claim.
